Yeah, and I'm guessing this is why India made it much more difficult to get a mobile phone SIM last year, basically making it impossible for short-term tourists to acquire one to use on vacation. Getting a SIM in India is like getting a handgun in the US, registration, documentation, waiting period, etc.
