That is not accurate for transits. There are also non-EU airports where transits take place without rescreening of all international transit passengers. Actually it is even possible via the US for some flights from CBP Preclearance-controlled areas outside of the US.
I recently flew YVR-LAX-NRT and only got screened in-person at YVR -- no additional screening in-person for me at LAX.
