If you think it is up to BA to provide you with a toothpick then you should be complaining that it should be included in your washbag. It should not be part of the pace setting for the simple reason that it shouldn't be used at the table.
Surely permissible in the privacy of an F or CW module? Major dental exploration in the public environment of W and Y is a different issue, but then would they care anyway?
