CX only needs its LHR slots for one route. BA needs its slots for all their routes. If BA added frequency to HKG, they would have to cut it somewhere else.

QF and NZ both pulled out of the LHR-HKG route. Both QF and NZ still own those slots and lease them to other airlines.
