The border agents do consider candy food, though. I've never had it checked, but an agent told me "well, if you eat it what do you think it is?". I know Australia has a fine for failure to declare food, even if the food item is permitted and I think the US does, too.
But yeah, don't worry. I travelled last year and had sooo much chocolate and they didn't even bother looking.
