Good or bad, people need to be proactive rather than reactive. Get your seats when you book your flight. If he got GTE'ed in LIM the OP should have tried to force the issue there.

I think people take too much of a back seat to things (which flying you really can't) then blame everything and everyone (race card) when things go wrong.
“Forcing” the issue in LIM would have been absolutely futile. Would “forcing” the issue in YYZ been successful?

I love a mystery. Three questions. (1) Why were there about 25 unseated pax, what's with that? The GA must have been swamped, making it more understandable that IDB was not called. (2) Why was a connecting pax not accommodated before others? (3) Why did AC not direct the OP to the information when he asked about the IDB criteria? Is it a secret? What are the IDB rules, are these not proscribed by international aeronautical agreements?
