I've just checked availability in the same way as you, i.e did a dummy avios booking in CW but entered NYC instead of JFK and it comes up with 2 CW seats on BA173. Wonder if it's the difference in entering NYC instead of JFK or maybe it's because I'm only looking at one way? Not sure if that affects it.
