I agree with that, not in the least because I have first hand seen the positive influence of a revising chamber as compared to the greedy, self-centred and feckless bunch that are the career politicians in the commons.

As one of those foreigners, I find that hard to believe. Firstly, because even Johnny Foreigner is capable of understanding the concept of a revising chamber; secondly because quite a lot of foreign countries have a similar system.
