In other words, do you think think for a flight 5 weeks in the future, a 15/49 full J cabin means I have an extremely high probability of scoring an upgrade? If not, maybe I should switch?

May be. But unassigned seat does not tell you much, especially when the date is still month ahead.

I was trying to get a C class award ticket on TG and the return leg on TG409 was on waiting list, and I got confirmed on the earlier flight.

The agent actually told me that the chance is fair, although I saw only 1-2 seat avail when I did dummy booking. She told me there are many bookings have not been ticketed, and will be auto cancel closer to the date.

She asked me to wait but since I do not want to deal with the issuing ticket hassle when I am on the other part of the world, I told her just issue the ticket.

Moral of the story, seat assignment only tells half of the stories.
