Agreed, in this case however the YYZ-DEN flight was more that 24 hours after checkin in LIM, so the flight may not have been under airport control at that point.

The other potential scenario is he was checked in for the flight in LIM (and probably has a sequence # close to 001) and was denied boarding contrary to the applicable tariff.
