And I do not see there is any problem of competition authorities. In the end, the competition authority would be decided in Brussels rather than UK. To Brussels, the rearrange of destinations to different airports within UK does not cause a major problem in the context of Europe. Only very few airlines will be affected with the above arrangement. Major airlines like LH, AF, DL and UA would remain unchanged in Heathrow. BA together with some non-EU/US airlines have to compromise and I am sure Brussels would be happy to see that.
