The TSA sometimes seizes those "travel size" liquid wash packs. I've seen them seize small packets of liquid Tide and Clorox even when they fit quite easily within the 3-1-1 bags and are well under 3 ounces .

As noted, probably due to the money making potential.
The rare mid- or upper-end short-stay US properties with self-service laundry facilities on premises seem to be some resort properties.

Other than with the longer-stay cheaper US properties in the Candlewood Suites to Residence Inn kind of categories, the chances of my finding a self-service laundry facility for free at a hotel are pretty low.
