Well, if you're Hertz Gold, remember that virtually all the people in front of you who had no success are probably Hertz Nobodies, who booked through some third-party website, etc.
Sometimes it might depend on what you complain about. If it's simply "I reserved a car, now where is it", they'll send to someone else who has cars. If it's something that cannot be duplicated at another car agency down the hall (which was part of your Hertz reservation), you may better off than with a general complaint. See here:
