Well, I think the "issue" is that GP members outside the US (especially in Europe or Australia) do not have the option of cheap mattress runs as almost all Hyatt properties in those markets are higher end properties. For example, I once had a discussion with a Hyatt GM who is also involved with GP in Europe and he "admitted that the European based members in average have a higher profit margin than the US peers...
For better or worse us economy is more volume based - think walmarts Costco etc - we also have cheaper tvs cars fuel etc etc... Having more cheap hyatts is no exception but again those are mostly generic properties and being diamond only gets you a bowl of generic fruit and a cup of generic coffee...
The main utilisation of us rates was during ffn and similar promos but right now having a bunch of cheaper properties here is of little benefit and so is top tier status (and that's not limited to Hyatt).
