First point of entry into Canada, you go through Canada Customs and then you take your bags to check in, after leaving the secured area.

You always need access to your bags in case Canada Customs wants to have a look, no different in the US, they want access in case they want to have a look.

This is a good thing in case you bought booze in the duty free so you can pack it into your bags as you may not be allowed to carry the booze with you on the plane.
