PlatePass is the name of the company that does the billing of electronic toll collections for Hertz. It's a misleading name because it implies that it involves the license plate.
In PA and NY, the PlatePass company supplies an EZ Pass transponder that is almost always in a box mounted on the windshield and has nothing to do with the license plate. If you don't want to use it, just make sure you keep the box closed. Here's what it looks like closed and open:
