Some flights are incredibly light in CE (we were 4 pax NCE-LCY the other day, with nine rows of CE due to the heavy outbound volume from LCY) and I've also had 32 CE pax on a 190 on a FRA-LCY flight (and the crew were really rushed to get the service done before landing).
They do hand out menus, you get a bottle of water, and a CE meal of sorts, but not quite the same as mainline.
I would also say that the crew can get really rushed on a two hour flight with 9 CE passengers and then not manage to serve any drinks
I would only use CE ex-LCY, if I needed the tier points and there was no LHR or LGW alternative.
From LCY CE offers no lounge, no blocked middle seat, no more leg room that an ET bulkhead or exit row seat, comparatively poor CE food, rushed service and a chance that you won't get any drinks.
