Thank you for the advice. You guys were correct, I meant to say that selling pre-paid SIM cards was highly restricted and appears to not be worth it for travelers, not that it is illegal. I am quite surprised that they would do this, with all the international business that is conducted in India I would think that they would encourage folks to come over and be able to use their networks.
i don't think this will be in place for long but as of now this is the situation....you sim will ideally take about 3 days to become active so its still an option for a longer stay....
in the meanwhile there are other ways to get an activated sim by the time you arrive....if you are visiting someone then ask them to get one for you....some hotels are also willing to help so ask your hotel if they can help you out....
