Don't know about that. So many travelers are not frequent travelers (and they always seem to be in front of me going through security!). Also, don't underestimate the general populace's failure to take advantage of such programs. I'm always amazed, for example, how many bay area residents don't have fastrak to cross the bay bridge but instead stop and pay the cash toll every single time.
