This seems to be endemic at SFO. I've had agents there (both at the ticket counter and in the UC) refuse to look up policies I've specifically referenced by GG code. Agents at other airports either know the policies or are happy to look them up when referenced by GG code.
When ever this happened to me (rarely), I have called the club at that airport on my cell and they have authorized it. I once had a agent refuse to talk to the Club person on the phone. He then asked me for the code of the agent's 'monitor'. She gave it to me, I relayed it, and my gate pass poped out 15 seconds later.
There is always a way around 'stuff'.
