If what you normally carry fits the smaller case, then go for the 28 inch one. If you can fit what you normally carry into a smaller case, get an even smaller case.

To me a 32 inch bag is just too big, and unless you need that much volume you probably don't need it.

I can hit the weight limit on a case much smaller than those sizes, it's really not that much stuff.
