the 28" inch would be the safest choice if you fly a variety of different airlines. the max size of checked baggage depends on the airline - the 32" wouldn't be a problem with BA but might be oversized for United.

unless you're packing bulky items or are an inefficient packer, you'll likely hit the 23kg limit before you max-out even the 28".
