Looks like we have an education opportunity.
I would be emailing Qantas with a copy of you e-ticket email, proof of your emerald status and full details of the time, counter etc. - include a scan of your receipt for the excess luggage payment and request a full refund.
Only by doing this can the Qantas staff be re-educated.
