I do hope you mean 1:2 instead of 2:1 and 1:3 instead of 3:1. 6000 Amtrak points for 2000 Choice points would be really awful!

And you have apparently missed the fact that (for someone who is not an Amtrak elite) you have to charge $200 in Amtrak travel to your card in the calendar year that you want to do such a hotel transfer. So for the person who just gets the card but doesn't use Amtrak much if any, it's a hoop to jump through.
