If you touch a roll most crew would ask you to take that roll as well as any other you needed.
The tongs are for serving such things as bacon rolls.
It never actually registered to me that we have to pick our own rolls out the basket. I assume it's the same in CE which I use a lot more than CW. I remember pointing to bread and getting it served with tongs but that might have been back on the days when East Coast trains had restaurants.
It doesn't really bother me, because as you say most crew would stop people touching multiple rolls if they didn't intend to take one.
What is the bread etiquette? I've always just had a single roll and if I was hungry I'd ask after everyone was served if I could have another. Is there enough loaded that you could safely take two without the risk of running out?
