There was one - it was called "EASYSABRE" - which was available until 1999. It worked exactly as you described. You could remove and insert segments at whatever booking code that you wanted that was applicable for the routing. Sadly Sabre discontinued it when it was unable when it was to be modified to be Y2K compliant.
