I can't find the above any where in the terms and conditions. Is this stated somewhere? Emirates check-in staff also think different.
If you are transiting for less than 24 hours then yes it is normal policy to check the bags through to the final destination BUT you can ask the check-in agent to tag them to DXB only if you want and then you can re-checking at DXB.

As for yourself, nothing to stop you walking in and out of the airport at any time. Your fare is irrelevant in this case as you are not claiming anything from the airline
