I was traveling to Dubai with a hotel booking. Intended to get some sleep before a key meeting. Had a business suit which was easier checked-in in it's bag.

The Emirates uniformed check-in staff had said the checked bag would come out on the carousel in Dubai. It did not.

The gospel from Emirates:

"I have checked the history of your reservation which reflects that you were staying in Dubai less than 24 hours. I would like to explain that if a passenger has an onward flight within 24 hours, it is our normal policy to through-check them and their baggage to their final destination. Furthermore, it is not possible to check-in the passenger to the final destination and the baggage just to Dubai as the check-in system will not allow this."

More from Emirates:

"I also wish to point out that as per the terms and conditions of the fare type which you purchased, you were not allowed to stopover in Dubai."

I can't find the above any where in the terms and conditions. Is this stated somewhere? Emirates check-in staff also think different.
