That's a fair point, but, on the other hand, "snagging and mods" often become a rationale to never open. If you wait for it to be perfect, then these things easily become open-ended (I speak from experience). It also becomes easy to use one unfinished part as an excuse to not rush on the other parts -- e.g., "well, component X is the critical path, and that's not going to be ready by our planned opening date, so no rush on components Y and Z then"; then, once X is ready, Y is delayed, and the cascading continues. Who knows if that's what's going on with this project, but it happens all the time. It's sometimes better to have a hard date and say, we are opening and that's it.
I am sure that there will be a surprise, short-notice announcement in any event.
