The midtown streets have major office buildings so they don't really rely on street traffic for business. I can understand the issues of shopkeepers up there.

In any case the train to the M60 isn't the fastest from Times Square to LGA anyway.
And the shopkeepers are correct insofar as the bus lanes cause a congestion nightmare for everyone else. See 34th St.
