You can use the security checkpoint at T3 to access the D-Gates for all carriers if you are not checking a bag. The kiosk at T3 can print US Airways boarding pass too. The airport is actually pushing this, to help ease congestion at the T1 D-Gate checkpoint. Also yes there is TSA Pre-Check at T3.
