She can cancel her Blue Cash (non-preferred), apply for the BCP in 91 days, and get the bonus $250. That offer has been on cardmatch non-stop for 6 months at least. If she applies now, she will probably get the card, but will not get the bonus, based on many datapoints throughout various AMEX threads covering all of their cards.
