So are the airlines in on the decision as well? After all, if ignorant tourists (including members of my family, English speakers all, with all my LHR knowledge at their disposal) miss boarding cut-offs because they took the wrong train, money is to be made on last-minute rebookings.
Not as simple as closing off the Y and making a nice little lolly-on-a-stick, like JFK, then. Or the Piccadilly line, for that matter.
