I think the rules you are quoting may be out of date. There have certainly been changes since December 2010, one of which is that the fare paid now affects whether a booking qualifies or not. However, nobody on here seems to know where this line is drawn.

If STPC (or Dubai Connect as it's now known) is important to you, I would check whether you qualify before committing to the ticket purchase.
