I doubt that. Maybe 10 or 15 years ago.
At least decent airlines like MU, CZ, FM don't.
MU sells int'l upgrades at check-in. There's a list for the price to upgrade from each fare bucket.
MU sells domestic upgrades online or at the airport for - as far as I remember - 800 CNY for certain buckets (less than 20% discounted?).
