IAD-DEL is not eligible for c

mplementary upgrades (at least not the international segments). Only domestic flights are. As a gold, it really depends on the route. Even as a 1K, for example, I never expect any upgrades on EWR-IAH/SFO/LAX but I do see them on EWR-SEA/PDX sometimes.
