It is still true. China doesn't recognize Taiwan as a state so its citizens are not allowed to visit Taiwan with a "Passport." Supposedly every PRC citizen should apply for a special "Mainland Resident Pass to Taiwan" and use it as the function of Passport to clear Chinese immigration at the airport. The officers will check it at the border as passengers will need to show their boarding passes. If one doesn't have it, Chinese immigration officers wouldn't let him/her pass the immigration checkpoint.

The only loophole is if one is not flying direct cross-strait flights from China to Taiwan. Most people would choose to go to Hong Kong, where they won't need to clear Immigration and one one cares anymore. Yet in that case s/he will need to have "Mainlander Pass to Hong Kong and Macua," which is ,however, a document a lot easier to apply to.
