OP - I have disputed stuff with Chase before, even foreign transactions. I think currency charges are something you will have a hard time making the average customer support rep understand. I will suggest you put a $ estimate to how much you were overcharged, write up your case, and submit it for dispute via fax or secure message. Since it will only be a partial dispute, Chase will likely just refund you what you dispute and not care about charging back the merchant.
It depends how much the OP would like to partially dispute. Chase only comps disputed charges under $10-15; anything more than that will have to be charged back to the merchant.
