If so, that should be called "1 inquiry each at 2 different bureaus", not "2 inquiries". "2 inquires" implies 2 inquires at the same bureau (which is what you now get for applying for 2 Citi AA cards as close together as you can, since applying on the same day is no longer possible, and it was applying for two "similar enough" cards on the same day that merged 2 inquires at the same bureau into 1).

Inquiries at the same bureau that occur on the same day tend to get merged if they're "similar enough" (on the assumption that they're the same inquiry that mistakenly came across twice). But since the merging happens at the each individual bureau, it's not possible for inquiries at two separate bureaus to ever get merged. That's why it's so imporatnt to distiguish where mutliple inquiries are at the same bureau or if it's simply that you got inquiries at multiple bureaus.
