This is probably the best answer - keeping the two keys together in case the drop off location is different from the pick-up location. Pick-up location does not have to deliver the other key to the drop off.
Yeah I asked someone who works at a rental agency. The idea is to keep all the keys with the car at all times so they don't have to worry about location changes or locating extras when selling the car. None of them will get upset if you cut it, as long as you return everything. They'll just loop them together again.
