Completely depends on the GAs. We were asked for proof of age on one flight when our son was 3 months, and not asked when he was 18 months.

There are some GAs who ask for proof of age for all infants, regardless of how old they look. They're well within their rights to do this, as you're told you need to travel with this if you're not purchasing a seat.
