Why do you need to understand what airport is chosen in such cases? You're not flying the plane.... if extra fuel is needed he had to land somewhere, doesn't really matter where as long as you make it there safe. Such choices are made based on input from the pilot, the airline and probably air traffic control. Not by letting passengers vote what they would prefer....

The extra delay in BUD was probably not something they had planned on either. There really is no upside for any airline in such a delay.
