My understanding is no, not really as it is a more of a 'regionalised' term. However if one is talking of a 'race' of people, English, Scottish or whatever country and also included religious remarks OR accompanied by 'bad' language then yes.

If that person 'perceived' it to be 'offensive', in THEIR opinion and made a complaint it's bad news!

At the Glasgow Derby, sectarian songs are deemed unacceptable nowadays. I concede that not many folks may not know the above but thought it may be handy to point it out.
