Add to the previous post: Airplanes usually have at least a reserve of 60mins extra fuel. But on a 12hr flight, the wind might suddenly change or storms come up, sectors get closed or so on, thus more fuel is used than planned. They need at least a 30mins reserve at all times, hence, when you flight crew knew they wouldn't make it, they had to look for a refuelling airport. The A340-600 is a big airplane, which is only used by "the big airlines". Thus, if you look at the map of South-Eastern Europe, there are not many airports where an A340-600 is regularly based. It was likely that the airport had the towbar, but I suppose this time they had no luck.
Regarding the compensation: The cause was purely weather related and for flight safety, plus there was not a chance to plan for it before takeoff. Hence, very low chance.
