The question isn't about the tax, but the hotel imposed service charge, which in many cases is lumped together but is actually two separate charges.

In my recent experience at the PEN, my confirmation listed:

Room Rate
Tax and Service Charge - on a single line - 15.5%
Tokyo Accommodation Tax - JPY 200 PP

but the bill only shows:

Room Rate (a combination of rate, tax and service charge)
Tokyo Accommodation Tax - JPY 400
