I think most people that want guaranteed space would pay for it. Most that have the time and flexibility/patience, will do what I did and book the later flight, if that's all that's available.
Then, there's there's also the cost issue for BA to consider of 90 additional minutes in the CCR. Let's see: how much is a bottle of LP and/or JW Blue these days? And doesn't that push us into dinner time?
