I know it seems small but in a country coming off from 20+ years of deflation, it really is significant.
We stayed a the PEN last week, and my bill includes 15.5% for service charges and government tax (so that would be 10.5% for service). This does not include the JPY200 pp "Tokyo accommodation tax."

When I reserved there was an odd note that as of some date the rate would go up, but I don't remember when, it may have been July 15.
