I'm a non-US citizen (although I may move there in the next 2 years, but that's for another topic). I did look into opening AP and GW accounts, and they both require SSN as another poster has pointed out, which makes things impossible.

Another question: assuming that we can initiate a refund with the cc, will the cc points be deducted after issuance of points? I assume there's a standard procedure of some sort for this regardless of where the cc is from.
My wife is a non-US citizen and resident, but she has an ITIN due to having to pay taxes in the US. She was able to open a GW account with no problem. AP didn't work out, though.

For refunds, I've been able to purchase computers with a credit card and then get a refund of cash, in China. At the time I had a legitimate reason as we decided to get a different model, but it was so easy I can see being able to do so more in the future. This was from a small electronics market.

They offered to let me keep the original, official receipt for 100 yuan, about $15. Could be useful for business expenses.

If refunding to cash, the CC company would have no idea there's a refund.
