I'm a non-US citizen (although I may move there in the next 2 years, but that's for another topic). I did look into opening AP and GW accounts, and they both require SSN as another poster has pointed out, which makes things impossible.
Another question: assuming that we can initiate a refund with the cc, will the cc points be deducted after issuance of points? I assume there's a standard procedure of some sort for this regardless of where the cc is from.
According to AP T&C, it requires 1) US citizen or 2) US "permanent" resident to open the account and it clearly states "US temporary residents with VISA" is not eligible to open the account.
It is clear that AP doesn't enforce its T&C as many temporary US residents got AP accounts as far as they have SSN.
As for the 2nd question, I think yes "essentially" (except for initial bonus points).
We just get a credit from the refund , thus we will not able to earn points/miles until we will spend the amount of the credit received.
