I know we can use AP/GW when we are in non-US countries once we got the accounts.

I think it is near impossible that non-US citizen/residents open AP/GW accounts because they don't have SSN and likely don't have US bank accounts and US issued CCs.

Again, US ex-pat living in non-US countries doesn't have any issue.
